Submissions to Department of Finance on the PGPA.

Graham provided comment to the Department of Finance in January 2015 on their draft rule and Resource Management Guidelines relating to the Public Governance, Performance and Accountability Act.  This followed earlier comments in 2014 on the draft rule and in September 2014 on the Performance Framework.

Research on performance measures

In 2012, Graham commenced Ph. D. studies at the University of Canberra, with the thesis to address how performance measures in Australian Government departments change over time.  An initial presentation won one of the prizes at the University's Hot Knowledge conference in late 201, and his entry in the 'Three Minute Thesis' competition reached the finals for the University of Canberra.

Special Interest Group on performance measurement

Following the 2011 Australasian Evaluation Society (AES) conference in Sydney, Graham was instrumental in forming a Special Interest group on Performance Measurement under AES auspices.  Please see the AES web page for further information.

Workshops on performance measures completed

Following the successful workshop in New Zealand in 2010, Graham was invited by the Austalasian Evaluation Society to present a series of extended, full-day workshops on performance measures across Australia and New Zealand in 2011.  These were conducted in Brisbane, Canberra, Melbourne, and Wellington.

The Australasian Evaluation Society Conference and workshops were held in Wellington, New Zealand in August and September 2010.  Graham presented:

  • A workshop on Designing improved performance measurement systems
  • A paper on Performance measurement systems and performance measures: the good, the bad and the ugly
